Two true zero-down programmes exist in California. Both have credit requirements far more forgiving than most borrowers expect.

The Two True Zero-Down Programmes
Only VA and USDA loans allow a genuine 0% down payment in California. Everything else marketed as no-money-down is a low-down-payment loan combined with down payment assistance, which is a different structure with different rules.

VA Is the Most Forgiving
The VA publishes no minimum credit score. Lender overlays typically land between 580 and 620, and a small number of lenders go lower. Combined with zero down payment and no mortgage insurance, it is comfortably the strongest option for an eligible borrower with damaged credit.
Since 2020, VA loan limits no longer apply to veterans with full entitlement, so there is no cap on the zero-down amount beyond what a lender will approve. In California, where a modest home routinely exceeds $800,000, that matters enormously.
USDA in California Is Broader Than People Expect
USDA eligibility is geographic, and much of inland California qualifies — parts of the Central Valley, the high desert, and areas outside the major metros. The typical credit minimum is 640, higher than FHA but paired with zero down.
Two limits bind: household income must fall below 115% of the area median, counting every adult in the household whether or not they are on the loan, and the property must sit inside a USDA-eligible boundary.
The assistance paradox
CalHFA and most local down payment assistance programmes set credit minimums of 640 to 680 — higher than base FHA at 580. Assistance is therefore often unavailable to exactly the borrowers whose credit is weakest. If your score sits below 640, the realistic path is FHA with a gifted or saved down payment rather than an assistance programme.
Gift Funds Are the Overlooked Route
FHA permits the entire 3.5% down payment to come from a documented gift from a family member, employer or approved organisation. That is functionally zero down from your own funds, at a 580 credit score, without needing an assistance programme.
The gift needs a signed gift letter stating no repayment is expected, plus documentation of the donor transferring the funds. Underwriters will trace it, so the money must move cleanly rather than appearing as an unexplained deposit.
